Currently, PGC is preparing for the issuance of the Consent Decree and the Remedial Design. We need several issues researched. Having a knowledge of these issues will better prepare the community to influence the carrying out of the Remedial Design plan. These issues include:
(1) The Remediation Process and how it has been implemented in other communities, what problems arose and how these problems were resolved.
(2) Resident’s Relocation and whether this will be solely “Temporary” or will there be some “Permanent” relocation. What is expected of the resident in this process and how are residents compensated? Once the residents return to their homes, how can they be assured that their homes and neighborhood are now safe and vibrant places to live? Must each resident negotiate with USEPA and Beazer East on their own or can there be a “Master Plan” for the Stephen Foster Neighborhood that yeilds an enhanced neighborhood?
(3) What can we learn about how the Federal, State and Local Governments maintain and manage the “Institutional Controls” that will be placed on both onsite and offsite parcels?
(4) What are the opportunities for the community to use this site after it’s been remediated but prior to its being redeveloped? What is the most community friendly way to redevelop the site? How have other communities reused and redeveloped their inner city superfund sites?
(5) What is the best method for having consistent and effective communication between all stakeholders? We are looking for individuals to help us find information and answers to these questions.
